You can declare and check your rifle, however expect really paranoid counter clerks and Orwellian regulations.
Get a good hard locking case and insure your baggage. Also, don't fly ammo. Expect this procedure to take a couple of extra hours....get there early!
You will need to get a PRINTED copy of the airlines regulations...I have often encounter counter persons who do not know their company's policies and procedures. Have this with you and follow all rules to the 't'.
I often have UPS personnel tell me I can't ship firearms via UPS as well.....a copy of the printed regs from the website has proven invaluable on several occasions.
Also, make sure the dealer in AZ is OK with selling to a NY resident before you go.....your states's oppressive and fascist gun policies may prohibit or strongly discourage a dealer from selling to you.

Couple of things. If you are going to check a rifle on an airline, get a really good case. Like a Pelican case for it.
Now, there is a Federal law on the books that regulates where you can buy firearms over the counter. If your state of residence has stricter state laws than the state you are buying in, you cannot buy the firearm. For example if you live in California, you cannot buy a firearm in a state that allows over the counter sales.
So check the regulations before you shop.
If you can buy it, then be sure to buy a really good case. I have seen several rifle cases really trashed by the airlines.

YES: You could purchase the rifle in Arizona "if" it is legal for you to own under NY law...NO: you can not take possession of the rifle in Arizona, the dealer in Arizona will have to ship the rifle to a dealer in NY, where you will have to fill out the paperwork, the dealer will then run your purchase through the FBI>instant check system> if, you're cleared, then you can take possession of your rifle.
It is possible to fly with your firearms, but not in the manner in which you describe...

No. Federal laws allow you to buy a long gun in states bordering your state and take possession of it and take it home. Since AZ does not border NY, your AZ dealer is going to have to ship the gun to a NY dealer.
NY gun laws are far more restrictive than Fed. law. You may not even be able to own or possess the rifle in NY. Check there first.

Ok, thats not entirely true...can you yes, but I dont trust the airlines with those items anymore....2 sets of golf clubs, 1 rifle and a bunch of underwear.

Yes! Firearms must be in a locking case, declared @ baggage check-in & if there is any ammo to be shipped, it must be in a separate lockin container & declared. I have done this many times including handguns.

Have the dealer ship it via UPS, or Post Office. Better safe than sorry. Just because you declare it, doesn't mean it will get there. Bagage handlers are not always honest.
