Buy 2 twin flat sheets per window. Make sure the sheets have one of those wide hems at the top. Cut the stiching on each edge (sometimes it's not even sewen closed) and slide the road through. If it's too long for the window, just cut it off and glue some beads on fringe (the kind on a string, get them at the craft store) to the bottom with fabric glue.
You could also glue the fringe along the top and/or use it for tie-backs.

Open the seam along the side, on the top (usually the top has a wide decorative "hem"). Then you can hand stitch a new seam, leaving the hem open for a curtain rod. Of course, these won't need rod hooks. Just slide the rod into the opened hem.
If you want to be creative AND are using a thin rod (such as for a small bathroom window), open the bottom hem. Allow the decorative "top" of the sheet to be at the bottom of your curtain.
If you want to use hooks, you'll need to add pleats at the top. About every 3 inches, gather material (about 2 inches of material) and fold it back and forth like an acordian. You'll need the accordian to stick out the front, not the back. Pin your accordians to hold together, then hand or machine stick so they hold. At the bottom of each, leave it open so you can slip the curtain hooks up the back of each accordian, under the stitching you made.

If you don't mind some light shining through, then they don't need to be lined. The easiest way is to open the big hem at the top of the sheet at both ends. Then just slide them over the curtain rods and use some contrasting ribbon to make a tieback on them. Or, you can get cafe clips and a round cafe curtain rod and clip the clips to the top or bottom of the sheet and put them up that way. Length may be an issue either way, so you may have to cut and hem the bottom. Have fun!!

There is a product in Wal Mart sewing section, that is a type of bonding tape. Mark your places you would normally sew- fold over =place the tape in between and IRON it- I have used this for curtains and also quick hems etc . It works great
