Seriously, you don't know? Wow. They dip the hot dog on a stick into the "corny" exterior as you put it. Then they deep fry them.

Like Amy said, the hot dogs are dipped into a batter similar to a corn bread batter, then immersed in hot oil/fat/grease to "fry", which in turn cooks the hot dog as well, and seals the cooked cornbread batter around the hot dog. Yummmmmm!!!!! Got Mustard???? :)
