He always looks at me then looks away when I look at him but never says anything.

definitely shy. try giving him a big smile & look interested when you catch him. if he likes you & you make it obvious that you're into him to, he'll probably make an approach.

Could he be looking at something behind you? Maybe he was admiring the car beside you. I know that sounds mean, but isn't it possible?
Your question didn't right out say if you like the guy...my guess is yes, tho. So, when we girls like guys, we sometimes make things up in our heads without even realizing it. My best friend for like 3 years was a guys. It was awesome. Later on, I thought that he liked me. I read into everything that he did. He just wanted to be really good friends. So, alls I'm saying is to be objective. Don't let what you want to happened or what "would be cool if it happened" cloud your judgment or paint pictures that aren't there. Be yourself...he'll come around :)
