Can't see it happening for the hobby fishermen - a few mackeral caught on a line if nothing compred to trawlers with huge nets.

Depends what the money is used for. I buy a freshwater licence, and the EA use it to repair damage and add fish stocks to some of our bigger rivers. The river near me doesnt seem to get much in the way of re-generation, but im sure a few floods have been cleared up over the last few years. Some of the money could be used for pier work, and making sure the beaches are safe to use.
Pollution, takes a fair bit of the revenue, this is where most of the farmed fish end up i think, replacing lost stocks, then the EA recoup the money from the culprits responsible.
But freshwater anglers wont need to buy an extra licence, as a rod is a rod, where ever you point it. Iv met a few anglers who reckon its not fair sea anglers are exempt. If sea anglers are made to carry one, i wonder who will check the beaches (miles and miles of it) for people fishing without one. Not quite as easy as popping to a lake on a sunny afternoon.

I don't think anyone would pay it , its bad enough the English
paying for rod licences.
