Try looking at the heater core (your blower motor blows air on this to produce hot air). Check for leaks under the dash and under your car by the firewall. You may need to have your cooling system flushed. Check the fluid to see if it's rusty in color or there's scale build-up in the radiator. you may also need a new thermostat, your waterpump could be going bad as well. I would take it to a mechanic. It should be easy to diagnose.

Something like this happened to my 93. The heater core actually sprung a leak. I leaked coolant out the core.
Check in and around the heater core for a leak. Maybe try by-passing the core and see if the car still overheats.
The capilarries in these cars weren't very big either. They get clogged over time. You may need a good radiator/cooling system flush. Something pressurized to get the gunk out and allow more circulation of coolant.

You need to stop the engine from losing coolant. If there's a leak fix it. The fans not coming on could lead to boil over while waiting for a red light. There is a relay that switches the fans on and off when the temp sensor triggers that action. Replace the fan relay. Turn on the AC to see if the fans come on with it- they should. Flush and replace the coolant. If it's rusty, it's probably plain water instead of 50/50 antifreeze and water which raises the boiling point and lowers the freezing point. If the engine gets hot enough over operating temperature is will be damaged and need a mechanic to repair it and that will be expensive.

Check coolant level. No coolant no heat. In colder climates, a frozen radiator will make engine overheat while the heater has no fresh supply of hot water or coolant to transfer heat to interior of the car.

Sounds like a thermostat to me. I had the same problem last winter with a 95 Geo Prizm. It was running hot and the heat wasn't working at all!! Talk about cold!!

Sounds to me like you need a new thermostat as well. Check and make sure there is nothing leaking on the car and that there is cooliant in the radiator. If not, you may have a water pump problem.

I agree that a t-stat is probably in order. Make sure you install the new one the correct way--no Im not being a wise ***, it is very easy to install it backwards. There should also be a coolant temperature sensor (CTS) that may need to be replaced. If it is bad the car can run like garbage.
