Passenger trains are used by students, commuting business professionals, and families. That's a fairly broad market. Advertising using mediums with equally broad reach makes sense. Radio for sure, newspaper if you have really good placement and a good sized ad (with a promotion, buzz of some sort, coupon, something like that). Get the radio stations & television stations to sponsor an event that you run. Get involved in a charity such as 'stuff a train' at Christmas (have people drop off food for local food banks at the train and fill the train). You'll help your community, get a ton of press, and ultimately, a ton of exposure.
Some of this information is based on the assumption your train company is new, and you're not purchasing a pre-existing name.
A large year-round marketing budget will be required in the first year or two.

The train company will want to put its message where people who would or should use it will see. If it is commercial freight, then the train company would have salesmen who visit those who move freight--factories, farmers, truckers who piggy-back bulk loads, etc.
Passenger rail, like Amtrak, needs to appeal to individuals, so they would advertise by traveller's alternatives--airports, car rental agencies, travel agents, near places of high traffic congestion, etc.

Cut a deal with Triang Hornby for them to make their little trains with your logos on,,they advertise on the little freight carriages
