If someone really had left you money and a bank contacted you, you would have been called on the telephone, not emailed. Never give out your bank account information to someone you don't know through an email. To report it to the US government, just forward the email to spam@uce.gov. If you have already been taken advantage of, you can file a complaint at www.ftc.gov.

"Background:
The Federal Trade Commission receives about 300,000 samples of deceptive spam – forwarded by computer users – each day, and stores it in a database. The FTC and its law enforcement partners use the database to generate cases against people who use spam to spread false or misleading information about their products or services.

The FTC’s spam database has served as the basis for FTC cases involving pyramid schemes, money-making chain letters, credit card scams, credit repair scams, bogus weight-loss plans, fraudulent business opportunities, and other scams that were promoted via email. "

You're being scammed all right. Don't give it a thought. You'll lose time and money.

You might want to take a look at the generic 419 Scam Coalition at the address below. Although you might not be the target of a so-called "Nigerian Scam", they all work according to the same schemes, even if they come from Philippines or wherever else.

Its a scam. Think about. You're only likely to get an inheritance from close relatives or friends. A lawyer would send a letter, not an email. Scammers use email because they can send thousands of email for nothing, whereas letters take time and money.

It is a scam. Check out www.419eaters.com you can either start to bait him after reading at 419 and know how to be safe. You will need to forward the letter to a new fake email address. Do not use the email address you normally use and use a fake name. Otherwise just delete it from you email and forget about it.
