why in the world are some guys okay with admiring a girl they like but don't ask her out? are they being shy? or its one of those "guy things"?

Maybe they are the taken ones who are looking but not touching - as they have gf or wives at home.

Well, us guys are ALWAYS admiring girls....it's just that some we chose to approach while others we don't. It could be something as simple as the fact that we don't have much time to talk...but, for some it could be a confidence issue.
