What is the fence making if it's Out of Bounds no. Also look on score card to see if there is a local rule about it

No! The bounds of a water hazard should be defined by a row of yellow posts and or a yellow line. The posts lie within the hazard and are considered movable obstructions. However, a local rule could be made (when a fixed fence is thought a necessary safety precaution) where the fence is re-defined as an immovable obstruction and thereby allowing a "free drop"

As one of the respondents said, check the fence's position in respect of local rules. I suspect that it is a safety measure rather than an out of bounds or delineation of the water hazard.Given that situation, it is either a removable obstruction, in which case you can take it down and replace after the shot or, an immovable obstruction, in which case you can take a free drop of not more than one club length and dropping no nearer the hole. You can also take a free drop under the first situation, if for example, the ball was adjacent to the fence posts. In both cases, you can clean the ball before dropping.

If it is a permanent fence then there is no free drop. If the fence is removable then you can remove it then replace it after your shot. If the fence is there for safety then there might be a special case which should be listed on the card. Check with the golf pro as this problem could have been overlooked on this course. Complicated game isn't it. I played today and was picked up for cleaning my ball by wiping it on a part of the putting surface.

most local golf clubs have different rules, but i think in this case there is no free drop because the fence is a permanent feature, you just have to work round it, thats the rules
