The terms SPY and SECRET AGENT usually refer to a single person.

A Spy is one who gets into an organization or political government and gets information out for their own or otther's use. A Secret Agent can be either political or private, acting for one or more people on a private basis.

Both a Spy and a Secret Agent can work individually or in pairs, groups as needed.

A spy could be anyone who noses around for personal reasons, a secret agents is a government operative, who spies for the government.

their priorities seem really similar, but i guess a secret agent is a person actually in the law enforcement & a spy can be any person hired by any type of people, hence a secret agent can be a spy as well.
