I was wondering what is the actual purpose of this tool on the horse verse just using a halter.

The padding around the nose band is very thick felt so that it does not rub the horses nose or bruise it . Some horses can be a bit strong and the front ring which most people use is the one which gives the most control . The wonderful horseman Henry Wynmalen advises never to use the front ring as it is too harsh.
If your horse is quite and used to being lunged then a halter using the side metal bit to attatch the rein to is fine.Probably better to have a caneson at a show when you are working your horse in as even a quiet horse might get excited and suddenly pull.
