Off course millions of people have and use them
everyday. Just because in in another country does not mean you can not use your credit
card.

Companies will usually look at the billing address. The bill will need to go to somebody in the states. I know several people in other countries that have services like XM radio or DirectTV. They pay the bill online but the actual billing address on the card is listed to somebody in the states.

Yes certainly you can. Give a Crdit Card Company $10,000 and they will issue any credit card you want in any country you want.

Normally no. There are exceptions for US Military and consular personnel stationed overseas who have APO or FPO addresses.
