It's interesting to note how many people are suggesting the US has the most - I wonder how many of these people have actually travelled abroad? I noted in my time in the US how you needed ID to drink (and had to be 21) and when you were stopped by the Police for breaking a (ridiculously low) speed limit you had to sit in the car with your hands in view - a bit Nazi for my liking.
In my experience Italy has the most and Germany and the US the least

Equality between people without distinction of race, sex, faith and sexual custom is the base for Italian Constitution; every kind of discrimination are not allowed and nobody can be extradite or anyway being repatriate in a Country which does not guarantee at least the same basic right as Italian Constitution; that's include people than in their Country can be prosecuted because of their religious belief, political opinion, sexual aptitude or for any reason risking to be sentenced to death.
Unlike in the US, in Italy as in all Europe citizens (as well as foreigner) wealth is charged on State, so if you're having a stroke nobody ask you about you're insurance.
In everyday life, you have to confront everyday people, and not always all things works out as they're supposed to do, anyway basic values are there.

The country with the most civil liberties would probably be somewhere like Tuvalu, an island in the South Pacific.

No Western Country has any civil liberties. We are all at the mercy of US multi-national corporations and their puppet governments.

The USA has a show of the Most Civil Rights but In REALITY it is NOT So. The financially Poor, are minus many rights. Many rights are but Illusions, when they exist on paper only.

I am looking for people who represent4d themselves in court, against a lawyer of the party and won. When I find 50, through this land who won against a lawyer in 2006, and 2005 I will then believe we are on the road to justice.

That is merely one victorious case in two years for each state.
I cannot compare with other countries as I do not live in other countries.

Least - Depends on what you would call a "western country"

See link below for country rankings - Singapore is developed enough to be classified as western so I reckon that is probably has the least civil liberties. Remember your not allowed to buy chewing gum threre!

The USA can easily claim the most civil liberties. It is the only nation which has the basic human right to firearms enshrined in it's constitution.

Cuba is has the least civil liberties of the Western nations. Venezuala isn't far behind.

Which civil liberties do you feel are the most important? Every country will have differing levels for any particular 'civil liberty.'
