I'm not sure I fully understand what your question is. Generally steering will lock lock unless and until the key is turned to the "Off" position in the key switch, and in some vehicles, turned off and removed.
I have never heard of a case where the steering locked on a vehicle with the key on, being driven.
In the event something like that could, and would, happen, you would find you were unable to steer the vehicle. It would have no effect on the brake, and you could still stop.
If I've missed something, please clarify your question.

Well if your steering locked up on any car you would def. know! No joking you would not be able to move the wheel because without ur power steering it is almost impossible to move the wheel but yet there are still ways you can get it to move. pop the car in nutrual and use all your strength to move it. If you want to know the reasons why your steering locked up it would probley be a pully snaped on ur power steering belt where its an 07 you may have a recall on certain part around the belt or you may have had a leak from the power steering pan. There are a few other reason but i odn't really think they would apply to an 07 car but def call the place you bought the car at because like I said you might just have a recall on a part! good luck

That would be pretty obvious, since you wouldn't be able to turn the steering wheel!

well if that were to happen you would not have control of the car and so you would know that happend.
are you looking into the cause of an accident.
