Not necessarily. You CAN lose weight and not lose inches of your waist. And you CAN lose inches without losing weight. Muscle and fat are two different things. It depends on how you're losing your weight. Are you gaining muscles as you lose weight? And where is the weight coming off you? If its all coming off your abdomen, then your waistline might not change.

But quite often losing a significant amount of weight will result in losing inches off your waistline.

If you build muscle and lose fat at the same time, you may not be lighter, but you can be slimmer (lose an inch of your waist). Most professionals will tell you that, even if your weight isn't changing, if your clothes are fitting differently and you are losing inches, you are doing great.

you might not loose wieght if you loose some waist depending on if you are exercising and or wieght training, muscle is heavier than fat

No, if the scale still says the same thing, its just that your adding more muscle, and muscle tightens everything up.
