Plenty of planes have come down in the sea, and there have been survivable ones. There was a plane that came down well withing sight of a beach, however those sort of events are not the norm, most airline crashes are catastrophic, and in the sea that means very little chance of survival. I suspect the instructions are for the unlikely event of a survivable descent into the sea.

Yes, it has happened,and it could very well happen, but is not likely. When you get your seat in the aircraft, the airline flight attendants will tell you what to do where and when you should do it if it is an emergency. They also provide you with booklets with everything you will need in case that does happen.

Its happened but chances of survival are very unlikely, at speeds which the plane is traveling hitting water is like hitting concrete. The plane will split into pieces in seconds
