It's winter, tortoises hibernate (sleep for long periods in colder weather). Get a book or two from the library.

Is the Tortoise still alive? It is possible that it is in hibernation. Check with a pet store - they will give you advise on how to care for a tortoise in hibernation.

if you are coming into winter then its hibernating - if you are coming into summer (as it is in australia) then the tortoise is probably dead

if yes, probably he is dead
if his head is outside shell as usual..try tempt him with his favourite food..
