My arms arent fat, but they're muscular..and i hate it. They look way too huge, butch and manly...how can i lose the muscle without getting fat?

It is difficult to say exactly, as we are all different, but probably you could lose a few pounds and your arms wouldn't look as manly. If you work out on fitness equipment that is hydraulic or pressure based rather than real weight, you will help to tone your muscles and not add mass. Swimming, running, push ups and pull ups are good exercises to help.
Some women are just naturally blessed with larger upper arms. As long as you are within your recommended weight range for your heighth, this isn't anything to be especially concerned about.
But I think that since you say your arms are "huge" that what you are saying is muscle is actually mostly fat and that exercising them will result in leaner arms.
I'd recommend reducing your caloric intake, eating a only a lean diet, and exercising more, particularly exercisig your arms more. And if you're naturally inclined to have larger upper arms, this might not be an easy task- it'll require a daily routine.

I would say to work your chest and shoulders more so your arms don't stick out.

you can't reduce muscle locally. the body is either in an anabolic state or catabolic state, that being said if you want to lose muscle in your arms it will cost you muscle all over your body...

stop working out entirely, eat normally. They'll go away eventually, like if you had a cast and stopped moving your arm. Video games work well for this.
