1. Skin oil from pressing her face against the window.
2. Reflection of someone else in the room caused by the indirect/diffused lighting used.
3. Smoke or steam from a restaurant or cleaners in the city.
4. Satan looking for some nookie.

a reflection...
(I believe one of the buildings in the background is what you think makes it looks weird... you see how some buildings are darker than others... so one building kind of looks like distorted lips... but theres nothing creepy about that pic)

I'm no expert but when I downloaded the pic to my photo program and blew it up to 400%, the buildings in the background don't line up exactly right. I would say it's a fake.

It could be a camera glitch. It could be photoshop. It could be an odd smudge on the window. Or it could be something else..
