All the answers so far are good. No doubt you want the US on the list.
But here's an example from History
On June 28, 1914, Archduke Franz Ferdinand of Austria, heir to the Austro-Hungarian throne, and his wife Sophie, Duchess of Hohenberg were shot to death in Sarajevo, capital of Bosnia and Herzegovina, by Gavrilo Princip, a member of Young Bosnia, a group aiming at the unification of the South Slavs. The event sparked off the outbreak of World War I.
http://en.wikipedia.org/wiki/Assassination_in_Sarajevo
They are still unclear where the ultimate responsibility for the assassination should lie.
Black Hand (Serbian: ЦÑна ÑÑка / Crna Ruka), officially Unification or Death (Serbian: УÑедиÑеÑе или ÑмÑÑ / Ujedinjenje ili smrt) was a secret society founded in Serbia in May 1911[1][2] as part of the Pan-Slavism nationalist movement, with the intention of uniting all of the territories containing Serb populations (notably Bosnia and Herzegovina, annexed by Austria-Hungary in October 1908). The society's implication in the June 1914 assassination in Sarajevo of Franz Ferdinand, Archduke of Austria is considered to have been the main catalyst to the start of World War I.

The lesson is that any spot on the globe can be a flashpoint for World War.
AND any country with or without an army can find itself implicated.
The post-War American Philosophy of peace through free trade is the best hope for world security.
Currently Iran, Syria, Pakistan, and India, would seem to be the likely candidates to provoke conflict.
N Korea is unlikely to provoke war in the near future
With Iran the most likely with it's hands in every major conflict Zone.
Lebanon, Israel, Somalia, Syria, Afganistan, Iraq, and it's hostility to the Gulf State regimes.
The probability of it creating an incident that would provoke war is pretty high. That is if it has not already done so.
The Khobar Towers incident.

Kind of a tricky question to answer but here is mine: The United States.
(Now here's the part where the calls of America-hater or America-basher come in)
(Now here's where I explain my reasoning)
The United States is the world's premier military and economic power. It has the largest GDP and GDP per capita of any nation by far and also outspends every other military power by millions of US Dollars. Since the end of World War II, it has maintained the ability to exert military force throughout the world, sustaining peace and stability in some regions (the reconstruction and security of Western Europe and Japan, economic partnership with China after the 70's, leading NATO into the Balkans in the 90's, etc.) and bringing strife and destruction in others (numerous wars in South America and sub-saharan Africa, the creation and support of Israel, the Korean War, the Vietnam War, etc.) It has shown throughout the Cold War and afterwards that it has the greatest ability of any nation in history to be a global peacekeeper and to contain hot spots anywhere in the world and encourage stability in any region, no matter how remote it was. It has also shown that it has the greatest ability to foster discord or warfare in any region of the world to further perceived security concerns or self-interest. This global power is what makes the United States simultaneously the greatest peacekeeper and greatest bringer of discord the world has seen.
Why other countries didn't make the cut:
North Korea: too localized, it can start a war in East Asia but has little power or weight elsewhere.
Iran: same as North Korea except in the Middle East.
France: No political will to exert itself militarily outside of Europe.
India or Pakistan: their conflict has calmed down somewhat and neither have the power to affect other world regions in a major way. Also, they are somewhat offset by the presence of China.
China: Rising economic and military power. However, their economic power is growing much faster than their military power and the global ties they are making (like in South America, sub-saharan Africa, and Central Asia) are economically oriented, rather than militarily. They are actually following the philosophy of "peace and prosperity through trade" much more than the United States. All in all, global warfare and strife would hurt their growth more than any other country.

Probably the one we are paying least attention to. There is always a surprise waiting for us. 30 Years ago Iraq was a closed country and nobody paid attention or knew what was going on there.
Has Burma been in the news lately, Paraguay, Austria, Finland? I don't mean to say anything negative about these great nations, just giving examples, but you can see my point.
Things have a way of happening when and where you aren't looking.

North Korea or Iran. Take your pick. North Korea because you dont know what they will do with the weapons they are developing. Doubtful that they would use them but they might sell them to the highest bidder if their back was against the wall.
Iran because you cant allow a country who has vowed to destroy another country acquire the means to do so.

The country that has no loyalties and cannot be trusted to be on any side so long as the almighty $ rules the world. The USA supported Saddam's rise to power. It supported dictatorial Iran. It supports Saudi Arabia. It hates Castro and Loves China.

USA is the most feared country in the world, because:
-They have the largest and most powerful military the world have ever seen in history
and
-They are denying to even try to learn from their past mistakes and the real facts
Hence USA is my answer.
