Outlook Express is part of Windows.. If you have windows on your new computer, you should have Outlook Express. If you are wondering how to transfer the information that is your Outlook Folders, then that is a different question. You can archive all your inforation in a .pst file You can copy that file to the new computer and then import the information into Outlook.
