This question may sound funny but I am seriously trying to understand rebirth (in a more practical term) :)
Saddam is definitely not enlightened. Hence his rebirth is indisputable.

A person who has no power and is oppressed by someone who does.
Karma isn't a punishment but an opportunity to learn and come closer to the creator. In his lifetime, Saddam was too much into his own power and had little sympathy for those under him. I hope, through experience, he can learn that lesson next time

A little girl under a brutal regime would be my guess. You can't really say he is not enlightened. He may have chosen to crush his very existence in a continual cycle of re-birth after becoming enlightened and not liking what he saw.

Well, he didn't quite learn the lesson as a farm kid from Tikrit, and he did horrific things to the Kurds. He might end up as a Kurd this time around to learn the other end of the human lesson.
Looks like he'll have to repeat a class.

Based on the account of his stay in jail and also the last minute behaviour(reciting verses from the Koran),he would most probably be reborn in the celestial realm.

he will have to learn some lessons next time around.
he could be born with birth defects or become 'defected' somehow in life.
he could be born as a pretty little blond girl in America who is stolen and sold in the black market.

we dont come back as humans all the time. only if you are good do you get a second chance to reach nibbana (nirvana). it may be a thousand years until he returns as a human. and the worse you are the worse the animal you become
