Yes Soviet Union is coming back. But this time it is using economic power rather than military power to assert global influence. As long as it is following its path along those lines without intervening militarily on other nation's affairs, there's no cause for worry.

USSR of yesteryear is gone. It's not coming back. I don't know what Russia will be after 10-20 years. I am guessing they will be between socialism and Capitalism as Government controls many main businesses.
world is much more dangerous place now. Technologies give small extreme group a power to do major damage. Look at USA, Russia, Spain, and many other countries that hit by terrorism.
I don't think USSR would make this different .

For the last half a century the world has become an increasingly dangerous place, it wasn't incredibly safe then as it isn't now. I don't think the USSR is due for a return, that's one of the reasons there are so many allied troops in Asia and the Middle-East right now.

Yes, but it will not be communistic, thats done. Safer place?... safe from death?... we all die. The pressures between dynamic and static forces grow each year. Further they tend to grow more each year. While the static pressures make us safer in each instance the dynamic pressures make each rock of the boat even more catastrophic.

The secret service of Russia has its own agenda. That they have complicity in the assassination of the Russian spy in London, would make it appear that they are a danger to the West with their willingness to kill people through Polonium 210.
