The name is mostly of German origin, but it is also used in Dutch (although the Dutch have in many instances changed the spelling to Willem). In Afrikaans (the language spoken in South Africa) both Wilhelm and Willem are commonly used.

German and Austrain mostly. I understand it to be written as you have written it. I have seen it spelt Velhelm as well.
