Hello!
If it isn't malignant, then you don't have to remove it:

Blue nevus
This deep-seated mole appears blue. It is rarely of any significance.

But if you want it removed, to rid yourself of the appearance, then go ahead and do so.

I am assuming you have seen a Doctor who has assessed this mole. If not, please do so.

Other moles, nevus, are pre-cancerous in their original form.
My Daughter and her Son were born with them, discovered at birth. The nevus had to be removed.

I hope this helped! :)

Your question makes no sense. The removal itself is never malignant. And don't remove a 'mole' yourself, as these usually are fairly deep. If you want to know if your mole is malignant (cancer), then look up ABCD criteria for malignancy and decide for yourself, or better yet, go to a doctor.

Malignant means cancerous. It might not be cancer. But you could remove it if you want to do so.
