Is it necessary for all U.S citizens including children to have a passport coming back from Mexico?

It depends on how you are travelling.

Beginning January 23, 2007, U.S. citizens traveling by air between the United States and Mexico will be required to present a valid passport.

We expect that, as of January 1, 2008, U.S. citizens traveling between the U.S. and Mexico by land or sea (including ferries), may be required to present a valid passport. But this has not been firmly decided yet.

The only immigration law we need to have in this country is to mine a three-mile wide area between the U. S. and Mexico with anti-personnel explosives and let the Hispanics try to sneak across our border then. Boom, boom, boom, out go the lights!
