You're just gonna have to break the ice and start talking to her. Shyness won't get her to go out with you so if you want it, you're gonna have to start talking to her some time.

Have you ever spoken to her in length? If you haven't she might get a little freaked out by a declaration of love.
However, if you do know her fairly well I suggest a poem, letter, or other written form. It's very sweet, and easier than telling her face to face.
You can get very creative with it. Give her a set of boxes, and in each box there can be another box and another and another. Finally one tiny little box will be left with the words I love You in it and a hershey kiss. Wouldn't that be sweet?

Keep in mind that actions speaks louder than words. The actions that you display towards this person why wooing them says allot. It can be expressed daily just by expressions/or token of affection towards that person and this way the person will be able to know that your feelings are sincere or not.

First off you shouldn't tell her you love her but just causually bump into her and see if you can get her digits or her email. After you get her email or her digits wait 3 or 4 days before you contact her then when you do ask her out for coffee.

Well I know a proverb that actions speak louder than voice so you don't really have to express it but let your actions do it then at one point when you find out that she likes you or not tell her get it out of you tell her your feelings she probably even likes you but you need to talk to her because shyness doesn't get you anywhere believe me.
