That is one of the "truest" proverbs in "Proverbs", I think....
It means, only spend the energy to correct a wise man. He is the only one who will appreciate it, and therefore, the only one worthy of the effort. All others will take offense and either hate you, or abuse you verbally. Since a truly wise man knows that he is capable of making mistakes, pointing them out to him is no cause for shame or discredit on his part. A fool, however, only speaks to gain repute, and therefore thinks himself wise, even though he is not. Disagreeing with a fool is always foolish.
The Buddha once said:
A wise man is like a rock in a storm. He is moved neither by blame, nor praise.
It is rather like that.

mocker = a bully, someone with sarcastic wit, someone who thinks every thing is a game. You try to correct any of the above, and "Who do you think you are" They are the people that always blame others for their faults.
If you try to rebuke (tell a person where they are going wrong and what they had better do to repair the damage.) a wicked/evil person - they will definitely take action to cover up their sins.
If you are able to show(rebuke) the mocker how it really is their fault - then they are going to hate you for striping them of their defenses.
If you told me that I was talking the wrong way to a person of another culture. I would thank you and appreciate that you helped me to right a mistake. I would love you.

Rebuke herein implies correction with God's word. The spiritually matured person is a wise, humble and teachable person who will love to be corrected. The mocker and wicked person will resist counsel with God's word by hating, insulting and abusing you.

That means only give your advice to people who want to accept it. We should not force our opinion of others. Only if they ask us we should be ready to give the reason of our hope. Some people are so aggressive that they keep on coming to your doors even though you have indicated that they are not welcome.
Jesus Himself says if we are rejected in one place to move to another place, and not to put our pearls to the dogs or swines.
Wisdom in action is what the above text mean in a nutshell.
