The United States Geological Service maintains stream gauges and monitors water quality.

Global Warming gets all the press, but we are screwing up our rivers and water supply. Water hits concrete, goes to a drain, rushed off to a creek and it is gone. It never has a chance to work its way into the ground water supply.

Contact the U.S. Forest Service and they will be able to answer your questions on water shed management, that is what they do.
