Is there a way to improve the quality of a... low/poor quality video?

That depends on the quality defect of your video. You might lighten dark scenes or improve the contrast a bit.

Depending on your Camcorder, you need to transfer the Video to your PC. Maybe there is already software that came with your camcorder.
If it's a digital camcorder try to connect it through a Firewire cable (if your PC doesn't have a Firewire connection, a Firewire card is pretty cheap for US$ 20 or less).

If you have an analogue Camcorder, you need to digitize the video with a capture card (US$ 100 and up)

Then get some editing software. Look for Pinnacle Video Studio or Adobe Premiere (the cheaper Elements version will do for normal home-editing).

Maybe even the Windows XP Built in Movie Maker will help you after the Video is digitally in your PC (if you have Service Pack 2 installed, you will have the most recent version of the free Movie Maker. To get SP2 go to http://update.microsoft.com)

If the video has already been shot, there is not much you can do.
If the Quality is constantly an issue, check to make sure your in a 2 hour recording mode, and not an extended play mode, which gives you more recording time, but brings down the quality. Last Note, if you have never cleaned the heads on your camcorder or video player, it would be a good idea. Cleaning the heads is one of the most overlooked issues, and I have seen many people throw out perfectly good video units as a result of overlooking or not looking into the purchase of a video head cleaner.
