18 years old ..rolling paper is used for smoking and that is the legal age.

I am assuming you must be 18 since that is the age you must at least be to buy alcohol. And if you are buying rolling papers, there can only be one thing that you would be buying them for [at least that i know of] so you must be an adult to get them......and drugs. Although where the heck could you get them (drugs) legally? *Rhetorical question*

You must be 18 or older to buy any tobacco products: ciggs, cigars, papers, bongs, pipes.. etc.. you also must be 18 to even go into a headshop to just look at bongs, pipes, etc...
