The angel with the sword is Michael (Mikhaeel) the Arch Angel... the angel under his feet is Lucifer (also Arch angel but was cast out of heaven by God and his name became Satan [Devil]) ... these characters can be found in Cathalisism ...some other sects of christianity / jewish / and some of the sects in Islam also belive in these characters

Michael the Archangel, is protrayed subduing Satan (Lucifer) and casting Lucifer out of Heaven:

There are two icon picture that get confused with each other. I suspect you are thinking of Saint Michael the Archangel and the Dragon (aka the Devil). It is a literal depiction from a passage in Revelations in the Bible. Wikipedia has many examples of this motif.
The other image is Saint George and the dragon. While sainted, and a popular figure in England, his exploits with a real dragon are viewed as mythical.
