The costume was based on Carnival strongmen of the 1930's, and also it allowed Seigel or Schuster (which ever was the drawer) to break up the body into distinct sections, one could also ask why he needs a belt with spandex, to add color and definition to the form and prevent a single, solid color to expand from his shins to his neck.
Sadly this is one of the most often asked Superman Questions, and honestly, it stopped being Funny long before Y!A existed to provide the forum to ask it.

Because he is in a hurry... He can't remember wether he is already put on his underwear or not, so he putting it again after wearing pants

First time he dressed up he forgot to wear his undies...
But the world was under emergency so he cudnt dress up all over again....
So he thought "What the heck!!I'll jus wear it on top!!!"

let's see.....
one day, he needed to fight a villian and he was in a rush, so he forgotten to wear his underwear.....
since he needed to leave right away.....he just wore it outside.....
then.....
it became part of his suit.....
this was stated in my comic of superman.....when he just became what he became now.
