The correct etiquette is 10 to 15 days after the 1st. However if you have said it to them already you don't have to keep repeating it. And to agree with some, around the first day back to school after break. Those that you have not seen yet and it is still within that time period why of course wish them a happy new year.
But after the 15th day of the month of January it is over.

I say it through the month of January ( to people I haven't said it to this year) I think it is acceptable for the first 1/12th of the year to give well wishes for the new year.

Someone told me to have a happy new year today at a department store and I thought it was odd because I consider that to be a greeting for december 31st, before the new year really starts..

Once school or work starts again. Say it your first day back. But then, you can start saying it again when the Chinese new year starts! It'll be the year of the boar.
