On a general level, women relate to power and men relate to the powerholder. In Vedic culture, this has lead to the Shiva-Shakti fusion (as one is incomplete without the other). Parallels may be drawn between Shiva-Shakti and the Wiccan God/dess, where the Generative Power of the Goddess is given form under the Cyclical Laws of the God.
The reasons for this are probably cultural. Human beings tend to project local concerns upon cosmic issues - I'm sure that in intuiting this power/powerholding, generation/cycle differentiation, they probably related it to human circumstances. One of the most fundamental separations is that of gender - so each polarity (or what have you) was given a gender association.
Or that's my guess.

Women relate to shakti and men relate to shiva.
Here is a delicate balance between the power (shakti) and the bearer of power(shiva).
Women relate to shakti in the sense that they have the eternal power to bear life itself within and give birth, now this power is only realised with the active participation of man (or the one who respects/cares/nurtures/protects shakti).
Men on teh other hand relate to Shiva which if literally translated means "anandakari" or which gives joy and happiness to others. here it is to understand that Man by the virtue of his role in the world is to spread happiness and to see to it that the 'Shakti' is happy and content so that the eternal balance of Shiva-Shakti is maintained.

You have the wrong point of view here. Shakthi here means Adhi Parashakthi is the one who created shiva, vishnu and bhrama and parvathi, lakshmi and saraswati from her. She is the goddesses of all. Shakthi here is all who is relate to women and men too.. We have to relise her. And to reach her.

If it isnt, how do you get this woman relate to power? They could relate to things such as wisdom, nurturing, motherhood, cleaning, cooking, obeying and sex tooo... jk jk

the creation of the Universe,
only two elements are there
'PURUSHA' & 'PRAKRUTI'
so may be,
Vedas, relates woman to 'Shakti'
& as 'PURUSHA' is the God himself
