God allowed Satan to use Judas to betray Jesus. Jesus knew Judas would betray Him because He was (and is) God. Jesus could have stopped His cruel punishment at any time; but He took it because He loves us too much to let us perish in our own sin.
Judas never truly believed in the deity of Jesus Christ. With all due respect, your question, "If he had not betrayed Jesus..." does not make sense. God knew that Judas would betray Jesus. Satan knew that Judas would betray Jesus. Even Judas knew that he was going to betray Jesus.

Judas was used as the vehicle to deliver Jesus to the ruling authorities.
God had a plan from the beginning, after all, he did start the process that eventually became the tree they built the cross from.

Judas did not have to "find Jesus"!!. He was already his disciple. Judas thought that he was being helpful. He was a Zealot and thought that this would help Jesus to start the rebellion. Judas misunderstood and when he saw what happened as a result of him mistake he could not bear it. I am sure that God loved and forgave him for his suicide.
