I personally like "Windows Movie Maker" It is free with Windows. You can edit, pictures, videos, music, the whole works. You can save it as a movie than if you'd like,
you can burn it onto a disc using NeroVision Express, which is also free if you know where to go. I'd say try either; www.download.com, or www.tucows.com. for a free download

use IrfanView. The best freeware program on earth. Try it out and you wont be disappointed. Its more than a normal image viewer.

microsoft photo story 2 edit and burn to cd.... very easy to use it's child's play but good
