There is no website available that list passengers sailing on cruise ships (or airlines). The list, which is called a manifest,
is not available for public knowledge and is only used for emergency purposes. If you want to find out a name or two, you can do so directly by being discreet, and calling direct and telling them a situation; like 'my friends are going on a cruise, but I'm not sure if I have the right date or ship, etc.'

You will not be able to find a public list of passengers as this is confidential information for the cruise companies.
You could put a posting on a specialist cruise site, to see who else is going on your cruise.

Try cruisecritic.com - first click on the tab "BOARDS" then scroll down to "ROLL CALLS". This is where people cruising on the same ship at the same time meet.

the cruisecritic.com board is cool, but not a lot of postings there.
you might find a person on two who will be on your ship, and maybe sharing the same excursion.
