My daughter & I were early risers and my son & wife liked to sleep in. So on Sundays, she & I used to go to brunch. Sometimes to a nice restaurant, sometimes to McD's. There was a truck stop in our town that had the most awesome hashbrowns That was our fav place.
It was our special time together and didn't really subtract time from the rest of the fam bec they were sleeping. We also had a great time together in the YMCA Indian princess program. My daughter is now 35, has her own 2 yr old daughter and fondly remembers those brunches. They were home for the holidays, and she & I went to brunch with the granddaughter. Precious

It depends on your sister's interests. Usually by ten a girl is getting to be a young woman and has more mature interests, so she might want to go shopping and it would be a real treat for her to go with her dad and have him comment on the stuff she tries on! I know that my husband has never done that with my daughter and she would love it if he ever did!
They could go to lunch to someplace of her choice, then go to a matinee movie. They could go out for icecream after the movie.
He could take her to get her hair and nails done then take her to a really nice restaurant, if she is the type that would appreciate that.
They could go bowling. They could go to a really interesting craft store like Hobby Lobby and look around really thoroughly, or to some other type of store that has unusual things. He could make up a silly menu and tell her it is the courses for her 4-course lunch, and have her choose the things in the order she wants them. A 'flying saucer that went through the planet' could be a hamburger at Burger King. A 'dark moat' could be a soda at some restaurant. An 'oval substance covered with gold' could be a baked potato at Wendy's. A 'circular glob' could be an icecream cone. THey could drive around in whatever she chose things and part of the fun would be getting stuff in the wrong order...
She could be 'princess for a day' and he could be her 'most humble butler' and start the day by playing whatever board games she chooses, then she could choose where to go for lunch and what activity. It would make it really fun for her if he acted really gallant and talked with a British accent...
Really, absolutely anything he does with her where he is kind and good-humored and really listens to whatever she says will make it a wonderful day for her!

Go the movies, a park, out for ice cream, even a game if that's something your sister might enjoy. It isn't so much what they are doing but that they are doing it together.

My daughter enjoyed going shopping, or just hanging at the mall and talking, the movies, going out to dinner or lunch at "grown up" restarant. Or he can ask her what do she want to do for the day.

Take her out to a movie, Ice cream. Open the door for her, tell her when she gets older and starts dating, that the man should do that for her.
