No. He isn't a vampire. And the reason why God required blood sacrifice is to 1.) typify the ultimate sacrifice of Christ, and 2.) make people realize the bloody mess (pun intended) that sin causes.

God is not a vampire because he is always around bright light and I doubt you could even scathe him with a spike through his heart. Also hes not a count, hes a God.
