One would hope they've expired before they're frozen!!
But any frozen food will 'go off' from tasty and enjoyable condition. Sea-food, usually after 3-6 months, maximum.
They can be made to taste OK, if used in a spicy dish, as part of a stir-fry, perhaps. But not as a cocktail's main ingredient.
"Best By"/"Use By" dates are normally on one of the short ends of the box, in a white space left there just for that purpose - in New Zealand, anyway. They should be somewhere on a bag's side, if they're in plastic only.

Eventually.
If it stays frozen, it's good for a few months, unless it has ice crystals on it, in which case it will taste awful

When you thaw it out and it smells really fishy and has a bad odor then it is expired.
