You can check the animal shelters, and online they have websites like Petfinder.com which can help you find the pet you want. Local newspapers advertise 'accidental litters' too and the only thing with that is that even though the pup will be small you might not be able to judge their temperment very well at all. Keep in mind that sometimes if you go to a petstore and buy a 'cheap' dog that you may be paying extra later for the medical bills. I am sure you have thought of this last point, but please make sure you can afford the various medical bills and other expenses from your pup before you commit to get one. Good luck :)

You can always to to your local shelter or SPCA and find many wonderful animals that are looking for good, loving homes. The adoption will usually include the cost of a spay/neuter, shots, worming but each place may be different. The adoption package is usually cheaper than going to a vet straight out. If you cannot afford the adoption package, you cannot afford a dog. It is expensive to own a pet and provide the necessary vet care. If you can afford it, every type of dog passes through shelters and you can talk to the people there and tell them exactly what you are looking for and they should help you find it. You may also be able to foster a dog and see if you get along with it and that it is a good pet for you before you adopt it.

I have a 5 month old Bichonpoo. I had to pay for her after several months of saving up. I checked shelters etc.but most don't have small breed puppies. If you don't mind taking an older dog (not a puppy) you might check with rescue groups for the breed that you are interested in. Realize however that dogs cost a lot of money even if you don't pay much for them. There is the supplies, food, shots, spay or neuter and if the dog gets sick you could have additional vet bills. All of these are things to consider before you get a dog.

Your local shelter, of course! Take a look around and I bet you'll fall in love. Your only problem will be choosing which one to adopt. If they don't have any that strike your fancy, keep coming back.
Another tip: watch the classifieds in your local newspaper. People are always trying to find new homes for their dogs.
One last thing, though--if you're not willing to pay anything for a dog, are you willing to provide good quality food and veterinary care? Maybe its just that you don't want to spend hundreds for a purebred, which is fine...but if you just don't want to spend money at all, don't get a dog. Get a pet rock instead.

Most people are interested in just getting rid of mutts. You can watch for free puppy ads that mention a small breed mix. The other option is to check into something like the Humane Society. Their adoption fee is usually around $75, I think.
The free puppy will likely cost you shots and an initial vet visit. The adoption places like the Humane Society will have already taken care of that for you. Many also microchip the critters, too.

Try the local shelter. They would have an adoption fee, but nothing pricy. Here in California, the fee around my house is mainly $105. Also try petfinder.com. They have great dogs for sale and adoption. There was a miniature dachshund for free the last time I went on! Good Luck!

Have you gone to the animal shelter in your area? They have hundreds of dogs, small and large, that will be killed if someone doesn't adopt them- they usually only charge a fee for the shots that all dogs should have anyways and they are the best and truest friend a person could ever have because their love for you in unconditional and because you saved them from being put to sleep because no one else wanted them!

Try the toy store. If you're not willing to pay a reasonable price for a dog even one from a shelter than you'd probably take the cheap route when it came to it's food and medical care.

Try shelters, rescues and pet stores in your area that do adoptions. You'll still have to pay a fee at some places to adopt but they usually aren't over $150. Also check your newspaper's classifieds ad's, there are usually many people who list unwanted puppies in the newspaper at low cost.
