All of my programs that fix things stopped working. They wont come up when I click them. Even when I right click them, there is no longer a "open" option.

if you have a recovery disk from your Anti virus , boot to that and run a virus scan. Sounds like you got something nasty though, so it might not catch it if your disks aren't up to date

I suggest that you try to carryout system restore to a day previous to the day when there was no virus or any problems. It may be a few weeks or months back. You have to decide the date. Detailed instructions are posted at http://fixit.in/systemrestore.html
The problem is likely to be solved. Then,You insatll a standard antivirus soft ware such as Norton, AVG , Avast ( free antivirus software and Ad-aware, Ewido ( free spyware removers). You can download free softwares at
http://fixit.in/antivirus.html and http://fixit.in/spywareremover.html

U MIGHT HAVE A BAD VIRUS BOO..
U SHOULD INSTALL ANOTHER ANTI-VIRUS,AND RUN IT..

THAT HAPPENED TO ME..BEFORE..
U MIGHT WANNA DO SYSTEM RESTORE..
THAT WILL FIX IT,BUT IT DOES EAT HARD DRIVE SPACE..
GO TO START,
CLICK PROGRAMS,THEN ACCESORIES,THEN SYSTEM TOOLS,THEN SYSTEM RESTORE..
PROCEED TO RESTORE TO AN EARLIER DATE,THEN GO TO A DATE WITHIN THE PAST WEEK THAT IT DID WORK,AND GO FOR IT..

BUT..U SHOULD STILL RUN AN ANTI-VIRUS CHECK BY INSTALLING ONE BEFORE U DO SYSTEM RESTORE..

GOOD LUCK

Try pressing F8 during boot up and select Safe mode. In that try running your antivirus if it does not work.

Try installing another antivirus and scan your system
(use AVG free)
