Try browsing Regional & Language options from Control Panel to check your language bar and key settings. You should be able to switch input languages by pressing Left Alt-Shift

Your computer might not have more than one input language installed. But if you know it does, check the settings. Click Start --> Settings --> Control Panel --> Regional and Language Options. Go to the Languages tab, and click the Details button under the "Text services and input languages" section. In the new window that shows up, go to the Settings tab, and click the Language Bar button under the Preferences section, in which you can check or uncheck many of the Language Bar's options.

Also, check to make sure the taskbar is not locked; right click it on an open space, and make sure "Lock the Taskbar" does not have a check next to it (just click it to uncheck it if it does).
