One way is by the breeder. I suspect if you had a Pomeranian from really good stock, you'd know because of the hoops the breeder made you jump through. The breeder would have both the dam and sire and copies of the dam and sire's pedigrees from at least 5 generations back. You'd have copies of all the health reports done on the dam and sire, and probably have gotten to meet them both.
If you have a breeder that just let you buy a puppy without having to fill out a questionnaire about your dog knowledge, you probably don't have a top quality dog.
which is not to say that your Pomeranian isn't a nice dog and loving pet.

Compare your Pom with the standards of the breed. Be critical and objective. Check with your registration papers and request a copy of the pedigree from both sides of your Pom's family. Go through the history and check for anomalies. If possible look for individuals in litters that were not registered or never entered in the pedigree list. Find out why...
Even a pup that is physically and psychologically sound isn't necessarily show quality. They make great pets and should be spayed/neutered.

Look at the parents.
If they are quality animals (in accordance with the standard), have passed their health tests (recommended by the breed's parent club), and are temperamentally sound (not shy or aggressive), then the chances are good that their puppies will follow suit.
When you go to buy a puppy, you should never look at the puppies first, instead look at the relatives. They will tell you what you need to know. If the relatives are the kind of dogs you'd like to own, then look at the puppies.

you would need a veterinarians help.. listen to the heart for murmours.. etc..
if the parents have a show record and are not too closely related then thats a start as opposed to a dog whose parents have no record of proving they are good quality - the genetic tests done on the parents will help too.
Meet the parents.. typically pups learn the behavior of the mom, but you should see both...
if its from a pet store you can be 100% sure it is NOT of good stock

do no longer purchase from a puppy shop till you're prepared to get a ill domestic dog that may no longer make it. touch the Pomeranian club of u . s . of america. seem on their information superhighway website for breeders. they might desire to be indexed there and probable indexed via state.

compare to the standards as set by akc.... then try training ...dogs are not "born smart" like people they come "empty" and you have to put a willingness to please in so they want to learn.
