how would you feel if a shy girl suddenly came and told you she likes you? (to be more precise, should I tell him that I like him?)

If I knew you were shy and you told me that and I was attracted to you I'd say how much I appreciated you and give you a compliment for overcoming your shyness. Then I'd take you out on some dates and see how much fun we'd have together.

Yes, I think you should tell him. Because now is the time you should start coming out of that shell of yours and show that you are special. Make sure that guy is not timid because you will 50% chance getting rejected.
