I did a mall party when my 16 year old was 8. Everything thing they ate was purchased there (Chick Fil A, a cake from the chocolate chip cookie company), we ate in the food court, had a scavenger hunt with clues to the different stores and of course did a little shopping afterwards. Each girl was given a little purse and five dollars, and were told that they could bring more money if they chose. This works for the not so girly-girl because she can shop at Old Navy instead of Limited Too.

We did a sleep over one year.. We made mini foods, played games, and did a fashion pajama show. I got all my ideas from and American Girl sleepover book. If you don't want to do a full sleepover you can do a 1/2 sleepover(like 7-11) You could also do a movie marathon. Make invites as movie tickets and purchase the popcorn boxes from Target and fill them with popcorn and have candy. They could do movie charades, etc.
Last year we did a cat/dog theme. The girls had pizza then ice cream out of dog bowls(purchased at the dollar store), I had goldfish is a fish bowl and scooby snacks(graham crackers) in a dog bowl. They made collars for their stuffed animals. We used ribbon, and jewels purchased out the craft store and I hot glued them on. We also made magnets from stones(the fish tank ones) with animals stamps. The also made "doggy" bags for the crafts. We got animals stickers, pads, etc and they watched Winn Dixie. The girls loved it....as most younger girls love animals.

Hey I too am in AZ and have a 8 year old girl. Some of the ideas that we come up are:
If she is into sports
Going to a Hocky game ie Phoenix Roadrunners (they cost less than the Coyotes)
If she is into pets
The Wildlife World Zoo ( Cost less than Phoenix zoo and you get to handle some of the animals.)
Family Fun
CreckerJax in Scottsdale
Fiddlesticks in Tempe and Scottsdale
GameWorks in Tempe
Just to name a few things...

Look at having an indoor pool paryt at the local YMCA or see if your communiyt has a local indoor pool and see what they offer. How about a horseback ridding party at a local stable and then lunch back at your home with hot coco and cake. If you have a children's miseum they usually offer many nice party themses and liik at the ceramic shops as you can do a craft and have a party there as well.

Whatever you do, DONT GO TO CHUCKIE CHEESE! I just took my daughter there with her friends for her birthday and it was a total waste of money!
You could take them to dinner and a movie!
