Yes they can. But once the 17 year old turns 18, it will be a different situation.

NO NO NO. At 17 you are much more advanced than a 13 year old. And when you become 18 that relationship becomes illegal. You can be put in jail for statutory rape by the parents words only and alone. No say so need from the 13 year old to put you in jail. 13 year old can turn blue in the face with the truth and it won't matter because the courts find them a minor who can not make mature conscious decisions. Not a good idea. Stay friends and friends only. If you don't you could change your life drastically for ever in a way you can never change. You do not want to go to jail for RAPE. Just say no. Good luck

Illegal dating?
Sure a 17 can date a 13 year old, but not for long!
Why would a 17 year old want to?
A 17 year old has lived 30% more of a life than a 13 year old. A 4 year age difference for adults over 21 has less of a meaning than it does for a 13 year old. Early teens are still developing brain mass, skeletal structure and hormone levels.
This age difference could spell trouble for both parties.
Avoid it!

It's not the greatest idea in the world, although I did it when I was younger. Keep in mind there is a huge social gap between 13 and 17. It's not like being 20 and 24. Ultimately, it is up to the individual. I think a house date with at least one parent home, maybe a video and pizza? Start there and see how things happen. Hope this helps!

They can, but I don't recommend it. The maturity levels are really different with an 17 and 13 year old. And then too girls mature faster than boys. If they date, once the 17 year old is 18 then they should no longer date.

They may be both still in their teens but 4 yrs difference at that age is a lot considering where they are at (i.e. circle of friends, interests and finishing high school/starting college/getting a job).
Also, depending on where you live, there are certain laws around age of consent for sexual acts. I don't know of any laws that say someone as young as 13 can legally give consent (even if you want to) and therefore technically 17 yr old could be charged.

Tricky question.
Someone mentioned earlier that one will be entering college and the other will be entering high school. That is one factor.
If nothing sexual is going on, then you likely won't have to worry about age of consent. That age differs from place to place.
Four years isn't that much of a difference when you get into your 20s, but as teens, it can be a bit of a problem.
Also, a 13 year old is not a yet a man.

Well dating yeah that's not illegal. But if that 17 year old were to do something sexual with the 13 year old it'd be illegal in most states. But anyway why would a 17 year old be interested in a 13 year old in the first place.

yes a 17 yr old CAN date a 13 yr old, but do they really want to? you may get criticized but that's not the point because when you turn 18 you may run into some problems. there's something called staturary rape and it says that at 18 or older if you have sex with a minor which is 17 and younger you can be put in jail. i'm not saying you will have sex but if someone says you are and her parents get angry and take it to court you will have problems.

Legally, yes.
I actually had a strange fling with an 18 year old guy when I was 14, and we flirted for awhile, keeping it legal of course, with both our parents watching. Our age difference simply won out. He went off to college, and I was going into my sophomore year of highschool, and it simply doesn't work. Of course, this situation was handled with a great deal of serious thought on both our parts, because the age difference was very severe.
If you simply want to 'go out' without anything serious, well, then, yeah you can, until the 17 year old hits 18. Then it's illegal.
