Hi there...consider using river rock which is not only decorative, but heavy enough to prevent lifting unlike foil, citrus peels, smaller pebbles, etc.

I would suggest doing all of the above. Just try something that repels the cat. Or buy another litter box and put it close to the plants. Perhaps she might go in the litter box(because the plants aren't quite as comfortable).
If everything, I mean EVERYTHING, you try fails, just let your cat go on the plants. It is fertilizer.

I'm dealing with that with my mothers one cat I'm watching in my own home. Get some cardboard and cut it to fit it around your plants and tape it down so she can't claw it off. That's what I told my mom to do and its worked for both of us. She may not like the type of litter your using either. Try different litters to see which one she likes the best. I have one cat that the litter hurts her feet, we got her as a fully declawed cat, we ended up getting puppy training pads for her and we've been using them for 5 yrs now. When she uses the litter pan, she may want it cleaned out as soon as possible. Some cats hate using the pan after they've pooed already and it's still in there. Good luck

Get some window screen and cover all of the dirt in the pot with the screening. The best way to do this is to cut a circle about a foot and a half across wider than the top of the pot, cut a slit halfway across the circle, then slide it into the pot with the plant in the slit, overlap the edges, then tie or duct tape the circle of screen around the top of the pot. It won't hurt your plants and you can water and fertilize right through it.
Cats like to scratch a hole before they do their business, and this will keep her off the plants until you can train her not to go there.

You can try sprinkling pepper on the soil, and spraying with a water bottle if you catch him/her. And always make sure the litter box is clean, many cats will not use a dirty litter box.

move your plants! put up on shelves or hang from ceilings. Not only because the cat will play in the dirt, but some plants are dangerous to them. You need to catproof your house!

Spray her with a spray bottle when she does it. Also, take some tin foil and put it down over the dirt. Cats HATE the way the foil feels on their feet. Sprinkle some hot pepper on top of that, and you should have a recipe for poo free potting soil. :)

Your cat's litter box porbably isn't clean enough for her/his liking. Change the litter more often.
